Peter Griffin - Attorney
Peter rejoined the firm as a senior attorney in 2020 after spending 10 years as an attorney in the Vermont Legislature’s Office of Legislative Counsel. From 1997 to 2010, Peter advised the Firm’s tribal clients on issues related to tribal governing capacity, complex litigation, and taxation.
Peter has drafted tribal legislation and codes for enforcement in tribal court on topics as varied as tribal taxes, domestic relations, probate, arbitration, judicial rules and court structures, traffic issues, minor trust programs, and alcohol and controlled substance regulation.
Peter’s litigated cases include: Teague v. Bad River Band of Lake Superior Chippewa Tribe, 655 N.W.2d 899 (Wis. 2003), United States v. Gotchnik, 222 F.3d 506 (8th Cir. 2000), and Bear Lodge Multiple Use Association v. Babbit, 175 F.3d 814 (10th Cir. 1999) (amicus curiae).
On tax matters, Peter has advised tribes on complicated tax issues, providing those communities with concrete guidance and avoiding substantial compliance expenses. Peter has drafted successful private letter rulings before the IRS for tribes, and has advised tribal government clients on compliance with federal unemployment tax obligations, application of federal taxes to tribal members living off reservation, taxation of per capita gaming revenues, the tax structure of minor trust programs, and withholding of per capita payments.
From 2010 to 2019, Peter worked in the Vermont Legislature in its Office of Legislative Counsel. There he provided non-partisan legal advice, research, and drafting services for members of the Vermont General Assembly with a focus on fiscal matters. He acted as staff attorney to the Senate Finance and House Ways and Means Committees and drafted numerous bills, amendments, and memoranda related to state taxation and revenue issues.
From 1996 to 1997, Peter served as a law clerk to the Honerable Diane E. Murphy, on the United States Court of Appeals for the Eighth Circuit.
